Sad: setsockopt failed: Protocol not available

Dear All: I had compiled my kernel over. but i still have some question with NAT . --------------------------->>> why not i type ipnatadm -O -i -P tcp -S 192.168.200.17/32 -M 206.229.31.17/32 -W eth0 would happen error ,here is error message below:

ipnatadm:setsockopt failed : Protocol not available

What happen in my Linux ?  I also draw my network frame's picture for all and what i hope to finish ?

I hope NAT can finish below function:

F1. => I  had to configure WWW(192.168.200.17),FTP 
(192.168.200.18),Mailserver(192.168.200.19)
           in private network [192.168.200.0] ; so such as if you want to access my www-services ,you    
           type  192.168.200.17 in Netscape-Browser , you would  direct access my private network's 
           Web-server box ,because 206.229.31.17 not have a physical box, so my Linux-NAT must 
            translate 206.229.31.17 with 192.168.200.17 ,so did you know this software can do it ,if it 
            can do it ,did thay can finish another services such as FTP AND Mail? 
F2. => can i limit some box's ip to access internet's services,such as i allow bill to access mail but not 
            not allow he access www and ftp.so can i limit their port in linux-NAT

can you advise me with your opinion? thank you in advance .
